NÚCLEO DE ARTE E ARQUITECTURA INDUSTRIAL (1960-1971)

Sob proposta do arquitecto António Teixeira Guerra (1929-2012) ao Director do INII, engenheiro Magalhães Ramalho, constituiu-se no Instituto um núcleo de investigação associado às questões em torno da Arte e da Técnica que conduziu à criação em 1960 do Núcleo de Arte e Arquitectura Industrial. A primeira acção levada a cabo pelo próprio arquitecto Teixeira Guerra foi a concepção de um sector de desenho industrial, destinado a desenvolver os processos relacionados com o design de produto e respectivos métodos de produção industrial.

Ainda em 1960, através da acção de Teixeira Guerra, o INII conheceu a sua primeira apresentação pública na Exposição de Embalagem realizada na (antiga) FIL, com um stand da autoria do arquitecto e designer António Sena da Silva com a colaboração dos designers António Garcia e Luís Filipe de Abreu.

No decorrer do biénio de 1964-65, a escultora e designer de vidros Maria Helena Matos (1924) tornou-se

responsável do Núcleo e, sob a sua direcção, foram levadas a cabo as principais acções deste organismo, que consolidaram este sector seminal de design industrial que conduziria à institucionalização da disciplina

em Portugal.

ART AND INDUSTRIAL ARCHITECTURE NUCLEUS (1960-1971)

With the proposal of the architect António Teixeira Guerra (1929-2012) to the INII’s Director, engineer Magalhães Ramalho, it was presented in the Institute a research nucleus associated to the Art and Technique subject matters which led to the creation in 1960 of the Art and Industrial Architecture Nucleus. The first action carried out by the architect Teixeira Guerra was the conception of an industrial drawing sector, with the purpose to develop processes related to product design and their industrial production methods.

Still in 1960, through Teixeira Guerra's action, the INII had its first public presentation at the Packaging Exhibition held at the (former) FIL - International Fair of Lisbon, with a stand designed by the architect and designer António Sena da Silva with the collaboration of the designers António Garcia and Luís Filipe de Abreu.

During the 1964-65 biennium, the sculptress and glass designer Maria Helena Matos (1924) became responsible for the Nucleus and, under her direction, the main actions of this body were carried out, reinforcing this seminal industrial design sector that led to its institutionalization.

NÚCLEO DE DESIGN INDUSTRIAL (1972-1978)

Na sequência da 1ª Exposição de Design Português (1971), o Núcleo de Arte e Arquitetura Industrial mudava finalmente a sua designação para Núcleo de Design Industrial, continuando Maria Helena Matos como responsável, assim coroando os esforços de treze anos de luta para conquistar a ‘Carta de Alforria’ para o design em Portugal que ficou, em definitivo, institucionalizado no discurso oficial.

Em resultado das várias alterações resultantes da Revolução de 25 de Abril de 1974 que pôs fim ao regime ditatorial em Portugal, no ano de 1978 é publicado em Diário da República pelo Ministério da Indústria e Tecnologia, o “Despacho Normativo nº 126/78” no qual eram elencados “os organismos a extinguir [naquele Ministério] nos termos do artigo 61.º do Decreto-Lei n.º 548/77”, entre os quais constava o “Instituto Nacional de Investigação Industrial, criado pela Lei nº 2089, de 8 de Junho de 1957, e Decreto-Lei n.º 42.120 de 23 de Janeiro de 1959” e o Núcleo de Design Industrial era integrado na Direcção-Geral da Qualidade, recentemente criada: “6.1 – A Direcção-Geral da Qualidade integra: (…) c) Do Instituto Nacional de Investigação Industrial – O Núcleo de design e respectivas funções.” (Diário da República, I Série - Nº 124, Suplemento (31 de Maio), 1978, pp. 982-(2); 982-(6).

Following this 1st Portuguese Design Exhibition (1971), the Art and Industrial Architecture Nucleus finally changed to Industrial Design Nucleus with Maria Helena Matos still as leader, thereby struggling for thirteen years to conquer the independency status for the design in Portugal that was, definitely, institutionalized in the official discourse.

Two years after this first display the Industrial Design Nucleus organized the 2nd Portuguese Design Exhibition. These two displays allow the establishment of the Portuguese design state of art between the late 1940’s and the early 70’s.

As a result of the various changes from the Revolution of 25th April, 1974 that ended the dictatorship in Portugal, in 1978 is published in the Republic Diary, by the Ministry of Industry and Technology, the "Legislative Order No. 126/78" in which were listed "bodies to be extinguished [at that ministry] in accordance to the article 61 of the Decree-Law No. 548/77", among which consisted the "National Institute of Industrial Research, created by the Law No. 2089 in 8th of June, 1957, and the Decree-Law No. 42.120 of 23rd of January, 1959". Thus, the Industrial Design Nucleus was transferred to the recently created, Quality Department: "6.1 - the Quality Department includes: § (...) § c) From the [extinguished] National Institute of Industrial Research - the design Nucleus and their duties".
